How a Turnkey Industrial Project Is Delivered: Concept to Commissioning in Seven Stages

The seven stages VPSTEC Projects works through on a turnkey industrial contract — concept, design, engineering, installation, integration, testing and commissioning.

Most industrial buyers sit between two bad options. A large EPC contractor is built for projects an order of magnitude bigger, and prices accordingly. The alternative is to appoint separate vendors for HVAC, for electrical, for piping, for fire protection — and then to spend the project managing the gaps between them, because no one owns the interfaces.

VPSTEC Projects exists in that gap: twelve engineering disciplines delivered under one contract, so that the design intent, the installation and the commissioned result are the responsibility of one party. This is what that actually looks like, stage by stage.

01 — Concept

Conceptual and layout planning, for greenfield and brownfield alike.

Greenfield and brownfield are genuinely different problems. On a greenfield site the constraint is the process: the layout follows material flow, and the utilities follow the layout. On a brownfield site the constraint is what already exists — the available headroom, the spare capacity in the incoming supply, the shutdown window you are allowed. The concept stage is where that constraint gets identified, because discovering it during installation is what turns a schedule into a problem.

02 — Design

Engineering design tailored to process requirements, with process flow optimisation.

The design is written against the process, not against a catalogue. A cooling system for a battery manufacturing line is not a cooling system for a warehouse with a different number on it. Process flow optimisation at this stage is also where the running cost of the plant is largely decided — a system sized and routed well is cheaper to operate for its entire life, and no amount of good installation later recovers a poor design.

03 — Engineering

Detailed engineering across MEP, utilities, piping, electrical and material handling.

This is the stage that single-contract delivery actually justifies itself. Fire protection needs pump room space and a water source. Electrical needs cable routes that do not fight the ducting. Piping needs the structure to carry it. Material handling needs floor loading the flooring contractor has to know about. When these are engineered by one team they are resolved on paper. When they are engineered by four companies they are resolved on site, at cost, by whoever arrives last.

04 — Installation

Fabrication, erection, machine shifting, alignment and equipment installation.

Machine shifting and alignment belong in the same scope as the utilities that serve the machine, because they share the same tolerances and the same schedule. Equipment installed to a nominal position and then connected to services routed to a different assumed position is the commonest, most expensive rework on an industrial fit-out.

05 — Integration

Utility connections — power, water, air, steam, gas — with piping, cabling and instrumentation integration.

Integration is where a set of installed systems becomes a plant. Each medium arrives at the machine on its own terms, and the instrumentation that proves it arrived correctly has to be tied back to a control system that reads all of them together.

06 — Testing

Hydro testing, pressure testing, trial runs and performance verification.

Testing is deliberately separate from commissioning here. Testing asks whether the installation is sound — whether the pipework holds pressure, whether the equipment runs. Performance verification asks the harder question: whether the installed system does what the design said it would do, at the duty it was specified for. Collapsing the two is how plants get handed over that pass a pressure test and then underperform in summer.

07 — Commissioning

Final commissioning, energisation, system validation and statutory compliance.

Statutory compliance is a delivery item, not paperwork that follows delivery. Fire protection, electrical installations and pollution control systems all carry approval requirements, and a plant that is physically complete but not cleared is not a plant that can produce. It is included in the contract for the same reason everything else is: it is an interface, and interfaces are where unowned scope goes to fail.

What the single contract is actually for

Every stage above could be bought separately. The reason to buy them together is not convenience — it is that the failures on industrial projects concentrate at the boundaries between scopes, and a single contract removes the boundaries rather than managing them.

VPSTEC assumes overall responsibility for planning and execution, so the customer can stay on their core business rather than arbitrating between vendors. The disciplines can still be engaged individually. They are simply engineered as one system when they are engaged together.
